If you are creating plugins or applications for IDA and giving them away for free, your active IDA license is all that is required.

If you want to create plugins and applications and sell them, an IDA OEM license is required. With the OEM license, you would receive support from Hex-Rays to get your plugins and apps exposure. Happy to discuss how it works!
