@openfuture Thank you for drawing my attention to RAIL license, and the observation that licenses, instructions and terms of use can be an important instruments for governance for good. I read with great interest, and would love to learn more about RAIL, your underlying premises and also your vision on enforcement of the license in downstream relationships. Working on the licensing question and if you are also interested, let's chat!

Regulating (target) political . Or in fact regulating (limiting?) political (and civic) ?

The proposed πŸ‡ͺπŸ‡Ί political advertising regulation casts a too wide net! πŸ›‘

Is the EU going too far with political advertising? As the #DSA will soon be complemented by a regulation on targeted political advertising, @maxvandrunen @Nhelberger Wolfgang Schulz and @claesdevreese discuss why and how the proposed regulation will impact freedom of expression

Great new @dsaobservatory analysis here πŸ‘‰: dsa-observatory.eu/2023/03/16/

Is the vanity of Elon Musk a "systemic risk" in the sense of Art. 34 DSA (and if so, what can Twitter do to mitigate that risk)?

🚨New Essay🚨 ChatGPT and the AI Act -- in which
@Nhelberger and I think through how the AI Act falls short when trying to address generative and general purpose AI: policyreview.info/essay/chatgp

@lilianedwards Well, good question - in many respects it does touch upon some topical questions we should think about, so if you see this as an impromptu sci-fi prototyping exercise, and are able to look ignore that the artistic ambition right now is "Chucky meets ChatGPT" ..... still glad I saw it. Don't forget the popcorn, though.

If a film like M3GAN says anything about broader public perceptions of AI we still have a major job ahead in debunking & much needed digital common sense. And we should start with Hollywood! Seriously?! Movie industry, you can do better! (Interestingly, this was one of the rare cases where the audience was more sane than the critics 94 vs 78% on Rotten Tomatoes)

Question to fellow AI Act folks out there: Did u also notice that the latest Council version dropped in the definition of user the non-professional exception ("except where the AI system is used in the course of a personal non-professional activity") from the original Art. 3(4). User is now "now any natural or legal person, including a public authority, agency or other body, under whose authority the system is used." Does that mean that end-users are included in the definition?
