#Update: Good news! #Unity readded the option to create projects offline by default. The downside is that it's bottom of cloud options (along with the rest of the connected projects).

#Unity will never learn from the Runtime Fee. Since Unity hub 3.13 the new projects come connected by default to the cloud without the possibility of creating an offline repository during startup.

If you have projects in Unity and don't want to have them linked, try disconnecting them or not updating the Unity Hub. There are even 3rd party launchers like Hub Native.
