SCCON 2025 – Quo vadis civil society?

Many important topics at #SCCON2025: open source, digital sovereignty, state modernization. But the process is almost exclusively understood as the responsibility of authorities, municipalities, and tech companies. Civil society? Mostly just as a source of ideas on the sidelines.

Open source was discussed primarily in terms of geopolitical and economic aspects. Yes, it strengthens independence – but can't it do other things much better? For me, the potential lies in breaking down power structures and creating new forms of solidarity-based, inclusive cooperation.

The new Deutschland.Digital marketplace is also a step forward—but why only for local authorities? Where is the space for initiatives and associations that bring solutions directly to neighborhoods?

👉 Digitalization can only succeed if civil society is actively involved—not if it is left out.
