Carmarthenshire Council unveils plans for Wales’ first dual-registered, net carbon zero care home 

Subject to successful part-funding through the Welsh Government’s Health and Social Care Integration and Rebalancing Capital Fund (IRCF) Programme, and as part of the wider West Wales Regional Partnership Board Capital Programme, this new facility will become the first dual-registered care home in Wales, setting a new standard for integrated care in the region.

Having acquired the former Plas y Bryn residence in 2022, proposals will also see the new build be designed and operate as a Net Carbon Zero facility, reinforcing the Council’s long-term commitment to sustainable development and supporting its vision to become a net carbon zero local authority by 2030.

Speaking about proposals, Cllr Jane Tremlett, Cabinet Member for Health and Social Care, said:

“Subject to successful Welsh Government funding, the redevelopment of Plas y Bryn will be a truly transformative project, bringing a modern, flexible, and sustainable care solution to Carmarthenshire.”

This ambitious new build will double the capacity of the original care home from 32 to 60 beds, helping bridge the current gap in residential and nursing care within the region.

The expansion is a strategic move to support an area where no in-house local authority care homes currently operate, aiming to address both local demand and the need for a facility capable of serving residents with more complex care requirements.

Cllr Tremlett added:

“This development represents a significant step forward in ensuring we can meet the growing needs of our community both now and in the future.

“It will also position Carmarthenshire as a leader in innovative technology, sustainable care provision and offering critical support to meet local demand for essential residential and nursing services.”

Alongside expanding care options, this development promises broader community benefits, including local employment opportunities and support for skills development, ultimately strengthening the Carmarthenshire economy.

A Pre-Application Consultation (PAC) for the proposed developments will be released and published in December, giving residents the opportunity to review proposals and provide their valuable feedback.

If funding approval is successful, construction is anticipated to commence in October 2025, with completion projected March 2027 and the facility is anticipated to be fully operational in Spring/Summer 2027.

Tributes made to ‘much-loved’ father killed in crash on A48

Mr. Owen, was killed in a collision on the A48 between Cross Hands and Cwmgwili on Friday, November 25.

The road was closed for almost 20 hours after the crash which involved one vehicle, a a grey Isuzu D-Max. Both the eastbound and westbound roads were closed completely while emergency services were at scene.

In a statement issued through police, Mr Owen’s family paid tribute to them.

A spokesperson for Dyfed-Powys Police said: 

“Ian was a dearly loved son to Brenda and Phil, brother to Lyndon and sister Beverley.

“He was a much-loved father to Dafydd, step-father to Michael, nephew to Barbara and niece to Leah. He was a devoted and loving partner to Lizzy for the past decade.

“Tragically taken away from us and will be solely missed by all who knew him. He was a hard-working electrical fitter for over 30 years and well respected by his colleagues.

“He was the epitome of the ultimate country man, always happiest when on his mountain and being outdoors, he was a keen motorcyclist and loved training his working dogs which was a true passion of his.

“He will always be known affectionally for being a friend to anyone who knew him, and his passing leaves a void for all who loved him.”
