This news is circulating on social media but it’s not quite accurate, as I’ve covered this largely already in November with some technical details:
https://krvtz.net/posts/how-eu-digital-cash-might-look-like.html
Most notably, the EU Digital Cash website does not mention “replacing Visa” etc as project goals and to the contrary, it does mention integrating existing payment service providers into using EUDC rather than “replacing” them
https://www.ecb.europa.eu/euro/digital_euro/faqs/html/ecb.faq_digital_euro.en.html
I can interpret the sudden surge of identically worded news about “replacing Visa” as a coordinated PR campaign whose purpose is directly opposite to the the one stated in the article - not promoting EUDC but creating a sense of panic in financial and trading organisations that their existing payment workflows will be “replaced by Brussels” and ultimately create coordinated opposition to the project.
