I just read @StevePeers's excellent blog post analysing the CJEU's ruling on Malta's investor citizenship scheme.

A very clear and well-argued piece, with the two main conclusions that

1. As long as EU citizenship means anything, there needs to be some coordination between member states on how it is granted
2. This isn't the way to go about it
