Still they keep exporting, claiming it is good quality, and several countries have started to ship the salmon back to Norway.

Salmon exported from Norway are sub-standard.
For years now the farmed salmon exported to other countries, from Norway, has been of extremely poor quality.
Half rotten fish, bad smell, etc.
A check by the Norwegian health authorities showed that the producers were selling fish which had already died due to various reasons..
