Here is my understanding of How France politics work:
The crumbling of the French Empire enabled the bourgeoisie to switch from parliamentary (compromise) to presidential (monarch). Since then, parties are racing stables: organized to have one man take all. Generally, the entire political class, is polarised and polluted by the presidential election.

France's Macron has reminded the people of New Caledonia that a peaceful path to independence is not possible. He has also reminded the archipelago that, in fact, it's perfectly democratic for the French parliament composed mostly of Europeans to govern over a far-away colony.
The ruling class leaves the people of New Caledonia with but one recourse to achieve a world free of them.

In addition to France bringing down state violence in New Caledonia, there are also settler militias firing at people. Apparently the latter "... have had access to weapons since a 2011 decision to make it easier for people to own guns, specifically designed for European residents .... "
In true settler-colonial fashion, White Europeans move into a far away place, claim it as their own, and make everyone who lived their before second-class citizens in a place they cannot leave.

Instead of listening to the people of New Caledonia (Kanak), the French Government has unilaterally decided to maintain its colonial project in the South Pacific through force.
Somehow, this maintains democracy and returning sovereignty to the people does not.
