I wouldn't agree that piracy is rampant in Canada - everyone I know has half a dozen streaming subscriptions and pays when they can via take-your-pick-of-web-stores.
But when we DO pirate, its not because we want to stick it to the man or anything, its because you literally have made it difficult for us to pay you.
Abolish the walled garden exclusives; make your content widely available, make it EASY for people to pay you and people won't pirate it.

But _now_, we're back to the same collection of walled gardens of exclusive content that the $100 bundle of cable TV channels used to provide. Want to checkout that new Star Wars show? Better get Disney+. But I don't even know if I'll like it or not, I'm not signing up for yet another subscription. "Oh we have a 1 month trial, just give us your credit card!" no.
The torrents and all the stream-sharing piracy methods cut through all that crap. Its _EASY_.

I cut my cable TV cord almost 15 years ago - I was tired of paying almost $100/month in add-on cable channel packages just to get the half dozen shows I really wanted to watch.
Back when iTunes and the Microsoft/Xbox store were the ONLY going concerns in media purchasing, and Netflix was the only viable streaming platform, it was great. Had no problem paying $3/episode or $20 for a season, or $7 for a movie.

I'm Canadian. I occasionally pirate TV shows and movies. Despite sky-high internet/wireless, gas, utility, home and grocery prices, I still have discretionary spending money. As a software developer and amateur content creator myself, I _WANT_ to pay for the content I consume; I want to REWARD the creators of content I like.
But the content distributors don't make it easy.
