The Metropolitan Police have "apologised"after finding documents relating to the murder of Daniel Morgan in 1987.
The documents were never shown to the two enquiries into the police handling of the murder.
The IOPC found the Met to be "institutionally corrupt" and said the force had obstructed their work.
The documents were found in January.
