What if we block incoming HTTP traffic from IP ranges owned by large hosting providers and data centres?

I know the strength of the internet is the openness, and yet we have non-human (if you can call it that anymore) traffic consuming a large amount of bandwidth these days.

Rather than getting everyone to bow down to Cloudflare as the trusted gatekeeper, maybe we need to reserve a human segment of the internet. I realize this suggestion is similar to implementing a "great firewall" and would take some navigating.
