KPMG: Nederland mist samenhang en regie in kernafvalbeleid
Een woensdag gepubliceerd KPMG‑rapport over de voorbereidende fase van eindberging van kernafval laat zien dat Nederland structureel afwijkt van onze buurlanden: In België, Frankrijk, Duitsland en het VK ligt het beleid voor kernafval én kernenergie bij één ministerie. In Nederland is dat gescheiden, wat volgens KPMG een risico is voor samenhang en besluitvorming. Gek is verder dat het governance-onderzoek waarin KPMG dit opmerkt een bijlage is bij een Kamerbrief van 19 december, die dus pas gisteren openbaar is gemaakt.
Het KPMG-onderzoek naar de mogelijke organisatie van de aanleg van een eindberging is vorig jaar door VVD-staatssecretaris Aartsen besteld als advies over hoe Nederland de organisatie voor de voorbereidende fase van eindberging adequaat kan opzetten. KPMG omschrijft haar rapport als een onderdeel van voorbereiding op de voorbereiding van eindberging en geeft de handschoen ook weer terug aan de staatssecretaris: Het rapport is een “eerste verkenning” en kan alleen dienen als input voor IenW’s plan van aanpak richting 2027. Het lijkt er ook een beetje op dat IenW met dit adviestraject eigenlijk nog snel allemaal knopen wil doorhakken voordat het echter participatieproces in 2027 start. Terwijl je toch zou verwachten dat ook de inrichting van de organisatie van de eindberging open zou staan voor inspraak?
In 2010 stelde de regering al vast dat het politiek en maatschappelijk wenselijk kan zijn om concrete stappen richting eindberging van kernafval te zetten voordat vergunningen voor nieuwe kerncentrales worden verleend. KPMG concludeert nu dat in België, Duitsland, Frankrijk en het VK het ministerie dat verantwoordelijk is voor het beleid rondom kernafval óók verantwoordelijk is voor kernenergiebeleid. Daarmee is er, volgens KPMG, in die landen samenhang tussen productie van kernafval, eindberging, financiering en veiligheid. In Nederland zijn die verantwoordelijkheden echter nog steeds gescheiden: Het ministerie van Klimaat en Groene Groei plant vier kerncentrales, en IenW is verantwoordelijk voor het kernafval. U kunt raden wat dat doet voor de samenhang.
KPMG identificeert verder financiering van eindberging internationaal als sleutelfactor. In het rapport geeft KPMG echter aan dat dit buiten scope was: "De scenario’s bevatten diverse openstaande punten en keuzes, bijvoorbeeld over de precieze invulling van de geïdentificeerde verantwoordelijkheden en de te maken afspraken, die IenW mogelijk samen met betrokken stakeholders nader dient te onderzoeken, daar dit binnen de scope en tijdslijnen van dit onderzoek niet mogelijk was.". In de Kamerbrief van 19 december is wel aangegeven dat er onder meer voor financiën nog een apart 'spoor' loopt.
Ondertussen laat de IenW-begeleidingscommissie bij het KPMG-onderzoek, vooruitlopend op dit financiële spoor, wel alvast twee belangrijke financieringsscenario's voor eindberging van kernafval buiten dit onderzoek (sheet 127): Dat de Staat de financiering beheert, of dat kernafvalproducenten verplicht zélf sparen voor eindberging. Alsof financiering nu goed geregeld is.
In de Kamerbrief van 19 december staat tenslotte ook nog dat KPMG haar onderzoek heeft gebaseerd op ervaringen in het buitenland, en ook op de bouw van Pallas-kernreactor in Petten. In het nu gepubliceerde stuk staat alleen helemaal niets over Pallas...?
