One way forward could be a dialogue with Mogadiscio, that seemed to have been miraculously restarted last year — two days before the Ethiopian MoU was inked. It nevertheless proved federal #Somalia was willing to go in that direction. Another clue is the lack of federal funding allocated to #SSC-#Khatumo so far. Whether memory of the #Ishaaq #genocide can be grappled with and relations normalized, within or outside of federal Somalia, is another issue entirely.

#Somaliland’s Coast Guard Corps has arrested 170+ Ethiopian human traffickers off the coast of #SSC-#Khatumo, reaffirming its sovereignty over the unionist region, highlighting the many trafficks with Yemen, and posing itself as a necessary actor in countering them.

Hassan Sheikh has tried to convene a #NCC meeting and invite all federal leaders, including #Puntland’s Deni, an offer rejected by the latter. President/Leader Said Abdullahi Deni has instead called for a meeting of regional presidents/leaders to discuss the future of federalism in #Somalia. So far, the only regions that are not expected to attend are the newly founded #SSC-#Khatumo, which formally rejoined Somalia last October, and breakaway #Somaliland.

Neighbouring #Somaliland has been deeply destabilized by a recent civil war that allowed for the secession of #SSC-#Khatumo last summer, as well as the signing of a MoU with #Ethiopia that opens the possibility of an all-out war with her Somali neighbour, including insurgencies in Somaliland itself and in the Somali region of Ethiopia. Somaliland's leadership is itself fragilized, hindering the state's capabilities in terms of maritime security.

Situated in the northeast of #Somalia, the region of #Puntland has been relatively spared by Al #Shabaab (#AS). The Galgala hills are however a small #ISIS stronghold.

It is adjacent to the new region of #SSC-#Khatumo, which the #PMPF helped secede from #Somaliland. Despite Puntland laying a claim on the region since 1998, SSC-Khatumo has made known its will to remain a separate state within federal Somalia.
