With 'By The Law' those in power are excepted from the rules because they make them, whereas with 'Under The Law" everyone, even Ministers Office Staffers, are treated equally.

A Ford Minister's Staffer was caught going >50km/h over the limit, a "Stunt Driving" offence which should result in immediate vehicle seizure and license suspension. Instead, he was allowed to keep driving, penalty free, and committed the same offence ELEVEN more times!
And still, no consequences for #Conservatives when they break laws!
