<p>BAGUIO CITY, Philippines – The Baguio City government is preparing to file a court case seeking to compel the Bases Conversion and Development Authority (BCDA) to turn over the 247-hectare John Hay Special Economic Zone (JHSEZ), citing unpaid revenue shares and the termination of BCDA’s lease with its former private developer.</p>

<p>Mayor Benjamin <a href="https://www.rappler.com/philippines/luzon/baguio-benjamin-magalong-warns-legal-action-bcda-unmet-camp-john-hay-obligations/">Magalong said the City Legal Office is finalizing the case</a>, which will ask the courts to enforce provisions of Resolution 362, Series of 1994, the ordinance that laid down 19 conditions governing the redevelopment of Camp John Hay.</p>

<p>“We are already preparing the case. Our legal officers are coordinating closely to ensure that it is solid before filing,” Magalong said in a recent briefing.</p>

<h5 class="wp-block-heading" id="h-basis-of-the-planned-suit">Basis of the planned suit</h5>

<p>City officials said the legal action will be anchored on two developments:</p>

<p>(1) BCDA’s alleged failure to fully remit the city’s mandated revenue shares from John Hay operations, and</p>

<p>(2) the termination of the lease contract between BCDA and Camp John Hay Development Corporation (CJHDevCo).</p>

<p>MANILA, Philippines – Disaster response can only be as effective as town officials want it to be if it includes leaders from the smallest unit of the town: the <em>purok</em> (village zone) leaders.</p>

<p>In Cagwait, a <a href="https://surigaodelsur.gov.ph/tourism/cagwait">fourth-class municipality</a> in Surigao del Sur which was badly hit by <a href="https://www.rappler.com/newsbreak/iq/numbers-typhoon-odette-aftermath-destruction/">Typhoon Odette in December 2021</a>, disaster response works through a “purok (village zone) system” where purok leaders lead risk assessments and planning.</p>

<p>“Each purok has an evacuation plan,” Cagwait Mayor Glenn Batiancila said in a forum on Wednesday, October 29. “Every household maintains a family disaster preparedness plan assigning specific roles to its members during emergencies and evacuation.”</p>

<p>Families are included in purok-level meetings, said Batiancila. The Cagwait mayor said that by going down to each purok for disaster preparedness and response, “we strengthen our community ownership.” Families would have a route in case of emergency and know where to go, said Batiancila.</p>

<p>CEBU, Philippines – In the aftermath of the <a href="https://www.rappler.com/philippines/visayas/tragedy-malinao-family-bogo-city-earthquake/">September 30 earthquake</a> that hit Cebu, 77-year-old Jesus Alajid walked for kilometers under the heat in hopes of getting even just a bottle of water from the Daanbantayan municipal disaster response center.</p>

<p>Alajid is a <em>Lumad</em> (native) from Barangay Pajo, and his town is in the northern tip of Cebu. Daanbantayan is 23 kilometers north of Bogo City, close to the <a href="https://www.rappler.com/philippines/visayas/what-we-know-so-far-fault-caused-cebu-earthquake-september-2025/">earthquake’s epicenter</a>. </p>
