Chromebooks are removing support for MPEG4 and AVI in Chromebooks/Chrome-OS:
There is some confusion as it SEEMS that Google is referring to older MPEG4 streams, not current H.264 or H.265 streams in an MPEG container. Google has not provided clear documentation as yet.

The lastest version of Thoggen was released back in 2008, a tool used to transfer DVD content into OGG, Theora, AVI, DivX, and mpeg4 formats. Does anyone still use DVDs?
