Well their description includes all your points, but it's not clear.

Point 1 is included in the abs(a-b) of the definition.

Point 2 is the expression, which includes the <= comparison operators which will return a bool, so it is correct.

Though I do agree that it should be better documented. I'd assume the usual bug tracker is the best place to submit doc improvements.

The cmathmodule.c doc string documents that it returns a bool and takes complex inputs for a and b (which are not included in the docs)
