Three consortia’s concept proposals for the #KualaLumpur-Singapore #HighSpeedRail (#HSR) are believed to have been shortlisted for the multibillion-ringgit mega infrastructure project
According to sources privy to the matter, the three consortia are:
- YTL Construction—SIPP Rail
- Malaysian Resources Corp—IJM Construction—Berjaya Rail—Keretapi Tanah Melayu
- a Chinese consortium said to be led by state-owned China Railway Construction

The Transport Ministry will evaluate the concept proposals of the #KualaLumpur - Singapore #HighSpeedRail (#HSR) project with a focus on minimising the financial implications for the government
The Ministry had received #MyHSR Corporation Sdn Bhd’s preliminary report on the project, but the assessment has yet to be finalised
It is emphasised that the private sector will lead the HSR project without any injection of government funds
The evaluation of the seven Concept Proposals that have been received from firms/consortiums interested in the #KualaLumpur - Singapore #HighSpeedRail (#HSR) project is expected to take 2 months to complete
#MyHSRCorp is still evaluating Concept Proposals that have been received
The results of the evaluation will be taken up for government approval to shortlist the consortia for the next process, the Request for Proposal (RFP)
In July last year, #MyHSR Corp was looking to revive the #HighSpeedRail (#HSR) link between #KualaLumpur and Singapore provided it was fully funded by the private sector
Last week, when MyHSR’s #RequestForInformation (#RFI) exercise ended with seven consortia submitting their proposals, the terms were different -- the project will instead be based on #publicprivatepartnership (#PPP) initiative on a design-finance-build-operate-transfer model

The seven consortia comprises 31 firms, although #MyHSR did not name the companies
However, MyHSR hinted that it may not proceed to the next stage if there is no green light from the Cabinet
The project has been approved in principle, but the government will only kick start the project if the cost is lowered substantially
The proposed #highspeedrail (#HSR) link from #KualaLumpur to #Singapore is not merely a #transportation project. There are more benefits to it.
However, due to fiscal constraints, the government wants to explore to see if the #publicprivatepartnership route (#PPP) is the way to go.
#MyHSR Corp will start to disburse the detailed documents pertaining to its #requestforinformation (#RFI) exercise by this Friday, 11 August.
#Singapore has yet to receive any new proposals from #Malaysia to develop a high-speed railway (HSR) between #KualaLumpur and Singapore.
Singapore is willing to discuss any new proposals for the Kuala Lumpur-Singapore #HSR from Malaysia in good faith, starting from a clean slate.
The Parliament was clarified that Singapore is not involved in the exercise launched by #MyHSR Corp, the Malaysian state-owned entity responsible for the project.
