<p>MANILA, Philippines – Disaster response can only be as effective as town officials want it to be if it includes leaders from the smallest unit of the town: the <em>purok</em> (village zone) leaders.</p>



<p>In Cagwait, a <a href="https://surigaodelsur.gov.ph/tourism/cagwait">fourth-class municipality</a> in Surigao del Sur which was badly hit by <a href="https://www.rappler.com/newsbreak/iq/numbers-typhoon-odette-aftermath-destruction/">Typhoon Odette in December 2021</a>, disaster response works through a “purok (village zone) system” where purok leaders lead risk assessments and planning.</p>



<p>“Each purok has an evacuation plan,” Cagwait Mayor Glenn Batiancila said in a forum on Wednesday, October 29. “Every household maintains a family disaster preparedness plan assigning specific roles to its members during emergencies and evacuation.”</p>



<p>Families are included in purok-level meetings, said Batiancila. The Cagwait mayor said that by going down to each purok for disaster preparedness and response, “we strengthen our community ownership.” Families would have a route in case of emergency and know where to go, said Batiancila.</p>



<p>Batiancila spoke at a session during a resilience forum organized by the Department of the Interior and Local Government and Expertise France, a subsidiary of the French government funding institution, Agence française de développement.</p>

<p>MANILA, Philippines – Some residents of Caloocan City have found an ally in Facebook meme page Follow The Trend Movement (FTTM), where they have been airing their grievances about local issues in recent weeks.</p>



<p>Back in May, FTTM <a href="https://www.facebook.com/fttmph/posts/pfbid0xzWbpWfvaYKk7NH6rXNcxNW97nFvKrwduDYuoaWMfzVASddonN563aYUPFBaKNBLl" rel="noreferrer noopener" target="_blank">shared a street-lighting project update</a> posted on the Facebook account of <a href="https://www.rappler.com/people/p929913451-along-malapitan/">Caloocan City Mayor Dale &#8220;Along&#8221; Malapitan</a>, who was <a href="https://www.rappler.com/philippines/elections/along-malapitan-caloocan-city-mayor-results-2025/">reelected</a> in the <a href="https://ph.rappler.com/elections/2025/local-race/ncr-caloocan-city">2025 polls</a>. The meme page jokingly attributed the brightness to the camera&#8217;s ISO setting increasing &#8220;from ISO 100 to ISO 1600.&#8221;</p>



<p>The FTTM post garnered around 42,000 reactions and over 2,000 shares. A user commented, &#8220;Brownout vs. <em>nagkailaw na</em> (the lights are back),&#8221; while another netizen said, &#8220;Flexing the bare minimum.&#8221;</p>

<p>MANILA, Philippines – <a href="https://www.rappler.com/philippines/metro-manila/l43050580-ncr-caloocan-city/">Caloocan City</a> mayoral candidate and former senator <a href="https://www.rappler.com/people/n20179013-antonio-trillanes-iv/">Antonio “Sonny” Trillanes IV</a> vowed to establish a “Bagong Caloocan” if elected, as he wrapped up the final stretch of his <a href="https://ph.rappler.com/elections/2025/local-race">campaign</a> for the <a href="https://ph.rappler.com/elections/2025">2025 elections</a> on Saturday, May 10.</p>



<p><em>“‘Yung pagbabago na hinahangad po natin para sa ating lungsod, nandirito na po, huwag na po nating palampasin. Pero ito po ay nasa kamay ninyo, nasa kamay ninyo ang landas at kapalaran ng ating mahal na Caloocan,”</em> he said during his speech in the city’s 1st District on Saturday.</p>



<p>(The change that we want for our city is already here, let’s not pass it up. But it’s in your hands, the path and fate of our beloved Caloocan lies in your hands.)</p>



<p>Trillanes is facing off against incumbent mayor <a href="https://www.rappler.com/people/p929913451-along-malapitan/">Dale “Along” Malapitan</a>, who has held the post since 2022. Malapitan also served as 1st District representative from 2016 to 2022 — a post that his father, <a href="https://www.rappler.com/people/p11523904-oscar-gonzales-malapitan/">Oscar “Oca” Malapitan</a>, returned to in 2022 after previously occupying it from 2004 to 2013. Oca himself is a former mayor.</p
