According to Lobenwein & Rous, two forms of espionage can be distinguished, espionage in the true sense, which aims to obtain secret information of others, and counter-intelligence, which seeks to ward off such attacks on one's own information security. Around 1650, one can see a turning point towards a greater professionalisation of espionage.

Interestingly enough, research is presuming a caesura in the development of early modern diplomacy at about the same time, without the two having been discussed together so far. (7/7)

Lobenwein and Rous emphasise that, when studying diplomatic practice and the transfer of information, the interplay between orality, writing and other media is crucial; this also applies when dealing with the practices of espionage. Information that was supposed to remain secure was mainly transmitted orally. (6/7)

The accquistion of information was the most important function of early modern diplomats which was facilitaded through the establishment of permanent embassies from the 15th century onwards and discussed in numerous contemporary handbooks and treatises on early modern diplomacy. The boundaries between overt and covert, legal and illegal information gathering were fluid. This ambiguity finds expression in the term honourable espion which was coined by Pierre Ayrault. (5/7)

During the 17th and 18th centuries we could see both the intensification and diversification of diplomatic reporting. Using the Westphalian peace congress as an example, Brunert and Weber provide insights into different traditions and forms of diplomatic reporting.

Diplomatic letters should not only inform, but were means of personal relations such as patronage-clientel-relations or ways of legitimising one’s actions. (8/9)

Early modern treatises treated the question of how a diplomatic report should be like: concise, but not too short, comprehensive, but focussing on relevant information.

Early modern diplomats should provide the information well structured and also indicating their reliability. Thus, reporting becomes a delicate business according to Weber and Brunert. (7/9)

Maria-Elisabeth Brunert worked at the Center for Historical Peace Studies at Bonn University. She is an expert on early modern peace negotiations, especially the Peace of Westphalia. Besides editing numerous volumes in the Acta Pacis Westphalicae series, she has a high interest in the cultural history of early modern diplomacy, including issues like nonverbal communication or the role of women in #diplomacy.

As you know, about of a third of the contributions to the early modern diplomacy handbook are co-authored to gain a broader perspective on the respective topic.

And as typical for the early modern period, only a few author couples chose their partners by themselves, most pairings were suggested by the editors due to their expertise.

Holm finally argues, that early modern diplomacy was not only more multilingual than previously thought, but it was therefore also culturally less uniform.

Studying language and translation in early modern diplomacy can thus help analysing and understanding the frameworks of diplomatic practices. It can help identifying changes in diplomatic cultures, international power asymmetries and diplomatic agency.

To conclude in Holm’s own words: “Language can, and should, be included as a useful category when studying (early modern) diplomacy.” (8/8)

Despite this importance of language, it is hardly discussed in treatises on early modern diplomacy. This is somewhat surprising, as it was helpful, if diplomats spoke different languages, as they did not have to rely too much on translators. This reduced the risk of misunderstandings and espionage.

But it is difficult to assess how many languages early modern diplomats actually spoke and probably varied vastly. In many cases they were dependent on interpreters and translations; a topic that only recently got the necessary attention in research. (7/8)

In her handbook article Holm explains why language matters so much for early modern diplomacy and which languages were used in negotiations and for treaties. She shows that language played an important role on a symbolical and a practical level.

During the early modern period changes in the linguistic landscape of Europe occurred with languages increasing or decreasing in its importance. Although Latin, Italian and French were central, we should not forget that it was a multilingual world.

It was key to decide which language was used in which context, as the choice of language could communicate power relations on a symbolic level. Thus, it was closely linked to questions of the ceremonial and precedence. (6/8)
