If I have understood it correctly, it is rent. Not quite in the straightforward way that landlords are being charged too much rent to make the business profitable, though there is that. Instead, the ultimate owners are really property developers. They load up the pubs with debt to finance their purchase. When the pub can't pay the debt, they flip it for more rentable land use, ie property development. It is the financialisation of land that is once again at issue.

Here is my proposal for international womens' day:
A private right to buy.
If you are renting a place, your rent becomes a charge against the property. On sale the landlord has to give you the rent money you paid. There would be an exception for work done maintaining or improving the place. This would be the (agreed) cost of the work with a multiplier to take account of the landlords time. The effect would be that the landlord would be paid for the work of providing the home and benefit from any capital gain to compensate for the landlord's risk. The risk being that the work done on the house is greater than the rent paid.
Why a proposal for international women's day? Because women are more likely to be doing care labour. They are less likely to be able to afford to buy a house and so are most effected by the awful scam that is rent.
Landlords will be like:
"Cosy tiny house, amazing views, air condition, €400,- per week"
