It does not matter if Medical convoys are associated with an ‘enemy’ or not.
The targetting of medical and non-combatants was recognised to set an extremely dangerous precedent. It’s an act that dramatically escalates conflict by entrapping non-combatants into considering enlistment because of the perception that there is ‘no safe zone’, which is why many states recognised the importance of protecting such ‘safe zones’.
1864 Geneva Convention is the modern father, however it’s a ‘rule of war’ that has been informally recognised worldwide for millennias before this.
The world cannot afford to turn a blind eye to this.
