I still want to know why Portland, OR has NETs instead of CERTs. I know it's because the Portland Police have a SERT (Special Emergency Response Team) instead of a SWAT, but why is that? Was there some scandal that caused the SWAT to be renamed? Or is Urban Dictionary's story correct?
