How do we steer EV charging so that it strengthens, rather than strains, the power grid? One of the clearest answers emerging from global leading practice is the use of smart pricing to guide smart EV charging.

What can China learn from Europe and vice versa? I discuss this with Chi Gao

Consumers benefit from the flexible operation of their EV and heat pump, but system barriers (e.g. the absence of time-varying energy and network prices, aggregator access and smart meters) and the lack of (a range of) attractive retail offerings prevent them from unlocking user and system benefits.

Consumers save from adjusting the consumption of their large electric loads (EV, heat pump in particular)

Managed charging of EVs (called 'smart charging' in Europe) could save California $5 - 18 billion on distribution grid upgrades by 2040. Increased electrification (transport, buildings) offsets increased infrastructure costs by -0.2-4.5¢/kWh for all.

Graphs show load profiles throughout the day. The text states that in a managed EV charging behaviour scenario, 50% of light-duty and 20% of medium and heavy-duty EVs participate.Various graphs showing the distribution upgrade costs for 2025-2040 for the three utilities plus combined for different scenarios. The difference in 2040 between the highest scenario and the lowest scenario (managed charging) is approximately 18 billion.

The Italian 'CIR' is interesting in that it is driven by an effort to enable charging flexibility for various markets by an operator of the user's choice. It defines standard interfaces with the smart meter and the flex operator. But should it be made compulsory, or incentivised?

Very glad to see our joint paper on smart tariffs and services in Europe now published!

What do these tariffs do, where are they emerging and what inputs do they use to optimise EV charging, heating and other household loads?

🇳🇴 Norwegian drivers in many areas can now earn a 'Ladebonus' for offering flexibility to the energy system, regardless of their energy supplier or contract. With the 'Norgespris' static low price removing incentives for smart home charging, this enables grid-friendly behaviour in a user-friendly way.

Now, 10,000 EV drivers in Finland are contributing to grid stability. The smart charging service Synergi, which already optimises EV charging according to dynamic power prices, now provides FCR support to the national grid using this aggregated fleet.

One point I have been raising is that, even before , smart-charged EVs can deliver both upward and downward capacity to the grid. This paper examines the Danish (DK2) market using data from Clever, the largest aggregator.

Per yearly revenue: €170–210
(most profitable: aFRR down and FCR-D up)

Good move by Volvo to make smart charging the standard.

Volvo's smart charging service works directly via the car (retrieving information, controlling charging) and is therefore compatible with any home charging point.

“More than 9,000 low carbon assets were registered, including smart electric vehicle (EV) chargers, batteries and heat pumps.

The results highlight a maturing flexibility market, where customers and businesses are helping to strengthen the electricity network while cutting costs and supporting Net Zero.”

“While the smart charging strategy was not explicitly optimized for grid support, the results indicate substantial potential for grid-aware optimization. Additionally, the study observes that in some cases, EV charging can counteract reverse power flows from renewable generation, suggesting a dual role in both demand flexibility and renewable integration.”

With more and more EVs and smart charging, it is also becoming more important for grid tariffs to keep pace and, for example, become dynamic. Automated smart charging can easily accommodate this in the optimisation process.

(as also concluded in Schittekatte's network tariff report for smartEn smarten.eu/reports/a-roadmap-f)

The automation embedded in IO Go appears to enhance responsiveness to grid signals, outperforming static time-of-use tariffs, especially during the evening and overnight periods of the day. This reinforces the argument that, as EVs move from early to mass adoption, managed charging responsive to real-time grid conditions is needed to avoid “herding” behavior and new peaks that may result from static time-of-use schedules. To reinforce this market price, network operators may consider more dynamic charges to manage congestion on low-voltage networks contending with high EV penetration.

The paper explores the possibility of a subsidy for this type of smart EV charging due to the system benefits. It is interesting to note that the quantification of benefits also includes a higher fossil fuel > switch due to lower charging prices.

Benefits of adopting EV tariff per household in 2024.
Approx. 350 GBP savings customer bill
Approx. 250 GBP savings on energy procurement cost
Approx. 35 GBP direct CO2 abated through consumption shift
Approx. 40 GBP indirect CO2 abated through ICE to EV substition
Approx. 100 - 150 GBP avoided grid costsMarginal value of public funds of subsidizing managed charging over 10 years

This recent working paper by Robert Metcalfe e.a. for Centre for Net Zero (part of Octopus Group) shows how effective automated EV smart charging is:

"42% reduction in household electricity demand during peak hours, with 100% of this demand shifted to low-cost, low-emission off-peak periods."

Working paper and summary: centrefornetzero.org/papers/ai

Figure shows electricity consumption throughout the day for a baseline and with an EV tariff. During the off-peak period in the middle of the night, consumption is much higher with the EV tariff, while during the peak in the early evening it is much lower.
