ANYONE can buy a balaclava, plate carrier, and a fake ICE patch online, couple hundred bucks. ANYONE.
Either they present ID AND A WARRANT, or they get smoked. Generic plate carriers do NOT come with Gen-III plates. The LEO grade stuff won't stop centerfire rifle rounds, at all, or buckshot at close quarters.
