I feel like ninja might be giving them too much credit. These folks ain't subtle or stealthy. They don't strike me as a paper bag by the door crowd.
I picture the type of people who would hijack a port-a-potty truck on it's way back from a festival, quickly and badly spray paint the whole thing in (mate) black, and then proceed to crash it through the lobby.

…after #Trump took office, as #ElonMusk’s team began pressing for access to the #Treasury Dept’s payments system, ofcls repeatedly said their goal was to undertake a general review of the system. They said they would observe, but not stop money from going out the door.
But emails reviewed by NYT show Treasury’s chief of staff originally pushed for #TomKrause, a software exec affiliated w/ #Musk’s DOGE, to receive access to the closely held payment system so Treasury could freeze #USAID payments.
