They should just make contracts to follow for everything they think is necessary.

You might have seen news about the refreshing municipal elections in Turkey. Erdogan's AKP lost all the major cities and many municipalities to the more moderate CHP.
However, in the southeastern regions where the kurdish DEM party is strong, AKP fights dirty:
E.g. in the city of Van, DEM obtained 55% of the votes, but a judge just overturned their victory to hand the mayorship to the AKP candidate, who had obtained only 27 % [1]
People are protesting, the Turkish state cracking down on them.
