The survivors, who were minors at the time of their detention in the facilities, recount being assaulted by correctional officers, probation officers, healthcare staff, and even a sitting Superior Court judge. Some of the victims are as young as 11 years old, according to attorneys.

The allegations include rape, molestation, forced sexual acts, grooming, and threats of retaliation, often occurring under the supervision of county staff who failed to intervene.

The lawsuit claims that King County fostered a culture of abuse and impunity, ignoring red flags, failing to train or adequately supervise staff, and refusing to implement safeguards even after federal mandates like the Prison Rape Elimination Act of 2003. Although the county adopted a "zero tolerance" policy in 2015, the plaintiffs argue that the damage was already done and that the county continues to deny accountability.

She said she spent eight brutal days in solitary confinement in the facility.

“It was horrible. Like it’s really horrible,” she told Team 10 Investigative Reporter Austin Grabish, in a phone interview.

Lofving tried to get help from the German consulate in Los Angeles and said she felt hopeless as her friend sat in isolation without a blanket or pillow.

“She says it was like a horror movie. They were screaming in all different rooms. After nine days, she said she went so insane that she started punching the walls and then she's got blood on her knuckles,” Lofving said.

Staff at the private detention facility then brought in a psychologist, Lofving said.

“This psychologist tries to prescribe her anti-psychotic medicine. She refuses the medicine. “She says, ‘I don't want medicine. I just want to either get deported and go home, or just not be in a room alone because this is not cool.’”

THE CRISIS:
Over the past few months, men held at the Red Onion supermax prison in rural western Virginia have taken the desperate step of severely burning themselves in order to try and force their transfer out of that notorious hellhole.
Although the warden denied this had happened, the Defenders were able to prove that at least two men had indeed taken this extreme measure. (See the lead story in the Autumn 2024 edition of The Virginia Defender - https://virginiadefender.org) The Department of Corrections later admitted to Radio IQ that at least five men had set themselves on fire. DOC Director Dotson later admitted to six. The prisoners themselves say as many as a dozen men took this action.
Red Onion is an infamous prison that has been the subject of reports by Amnesty International and Human Rights Watch, many news stories and numerous lawsuits. The Defender newspaper regularly receives letters from prisoners there about racism, brutality, the arbitrary use of various kinds of punishments and more.
