I tend to start the same and then it varies. I start with a simple little template I made for 3 act structure stories. I drop in what I think are the main beats.

Then I moved to a more detailed outline(ish) of the three acts.

Sometimes from there I’ll dig deeper and break the acts into beats. Sometimes I just dive in from here and see where the story takes me.
