Often times when I think about large-scale solutions, co-ops come to mind.
Imagine if some/many administrations in Europe had invested all their Microsoft licensing fees to fund a co-op that provides Office-like software for administrations.
We would have invested the same amount of money, but would be less dependent on Microsoft (and therefore the US), had established a competitor, could guarantee GDPR compliance, had software tailored to actual needs and so on and so forth.
Just one of very many possible examples if there was more cooperation for the public good.
