I created a quick table and analysis to compare a hypothetical policy change in Australia if the government adopted a Value of a Statistical Life (VSL) approach when assessing the return on investment (ROI) and cost-effectiveness of preventing homelessness.

For social housing, the current approach is a $10 billion Housing Australia Future Fund aiming for 40,000 homes by 2029. The VSL-based approach requires $21.2 billion to save 4,000 lives, using a 2024 VSL of $5.7 million. The implication is that current funding covers less than 50% of the VSL-justified need.

For homelessness services, the current approach sees over 50,000 people turned away annually due to capacity limits. The VSL-based approach to prevent 1,000 deaths (suicide/overdose) would require $5.7 billion. The implication is that existing programs are 10 times under-resourced by VSL standards.

For rental assistance, the current approach involves a 15-25% Commonwealth Rent Assistance (CRA) boost to reduce poverty but does not address mortality. The VSL-based approach to raise CRA by 60% to prevent 383 deaths per year would need $2.2 billion per year. The implication is that current increases of $500 million per year fail VSL cost-benefit thresholds.
