Sure. It's the easiest and probably the only way to tackle the issue considering that no government, apparently, wants to invest in teachers, schools, literacy and education. It's ideological and financial : money is needed to "defend" against perceived bigger enemies than ignorance, manipulation and abuse. (I would very much like it when you take this as #FoodForThought, not as yet another opportunity for endless discussions on details etc. Think about it, take from it what you think is good and maybe just leave it at that?
