...what do I mean by that: we are free to change / modify / delete / swap / repurpose open tools, just by hiring a coder or team of coders.
If we don't like the business decision or ethics of [software supplier], we can eject them from our sphere.
Yes the open source / free software movement has its share of egregious shitlords. We can also eject them.
If we are talking about data sovereignty or cyber-risk, we *must* use open tools and open data formats.

When I talk about open source software (usually in a geospatial sense) - I am not thinking about digital artefacts.
That's not my jam, I'm not a code writer past thoughtful tinkering and making science things go (once, on my machine).
What I *am* thinking and talking about is resilience, sustainability, ownership, hazard mitigation and risk management, community.
Open source software is necessary for all of those.
