People are standing or moving on a beach with white sand. Due to the 1/4 second exposure, most of the people are slightly blurred. It's early evening, a line of large buildings (hotels and other housing) stretch into the foggy distance.
When a dictator has enough power and money (in off-shore banks), he wants a building by a super architect. And super architects are almost always willing to comply.

An opening in the woods near the road reveals a swampy area with rocks and mud. These are known in New England as moose slops — a place where moose come to feed. They are drawn to these spots due to the salt that runs off the road during the winter. You can most often see moose after dusk or before sunrise, although occasionally they'll amble out during the daytime.
