<p>MANILA, Philippines – Thousands of protesters, mostly belonging to progressive groups, trouped to Luneta on November 30 to <a href="https://www.rappler.com/philippines/progressives-defy-police-blockade-marcos-duterte-resign-luneta-november-30-2025-rally/">call for the resignation</a> of President Ferdinand Marcos Jr. and Vice President Sara Duterte, and the formation of a transition council.</p>



<p>On the same day, several groups marched from the EDSA Shrine to the People Power Monument to reiterate their appeal to hold accountable government officials involved in anomalous flood control projects and further demanded to <a href="https://www.rappler.com/philippines/end-political-dynasties-trillion-peso-march-november-2025/">end political dynasties</a>.</p>



<p>In Hong Kong, more than a thousand people turned out on November 30 to pay tribute to the <a href="https://www.rappler.com/world/asia-pacific/hong-kong-fire-tragedy-solidarity-domestic-workers/">victims of the city&#8217;s deadliest fire</a> in more than 75 years. Mourners waited in a queue stretching for more than a kilometer along the banks of a canal near the burnt-out Wang Fuk Court housing complex to lay white flowers for those who died. Some attached sticky notes addressed to the victims.</p>

‘A win for every Filipino’: Petitioners laud SC order to return PhilHealth funds

<p>MANILA, Philippines – Petitioners lauded on Friday, December 5, the Supreme Court&#8217;s (SC) ruling, which ordered the return of the P60-billion remitted funds to the Philippine Health Insurance Corporation (PhilHealth).</p>



<p>&#8220;This decision ensures that PhilHealth funds remain exclusively for healthcare services and are protected from diversion,&#8221; the petitioners said in a statement. The petitioners include former senator Koko Pimentel, Bayan Muna leaders, 1Sambayan coalition, and labor and medical groups.</p>



<p>&#8220;This ruling is a win for every Filipino who relies on an adequately funded and functioning PhilHealth,&#8221; they added. &#8220;We are grateful that the Supreme Court affirmed that public health funds must be safeguarded, transparent, and used solely for the people&#8217;s benefit.&#8221;</p>



<p>The petitions stemmed from a provision in the 2024 General Appropriations Act (GAA), which stated that &#8220;excess&#8221; funds from government-owned or -controlled corporations such as PhilHealth shall be transferred to the Bureau of the Treasury to fund unprogrammed appropriations.</p>



<p>The Department of Finance (DOF), which issued a circular on the provision implementation, ordered PhilHealth to transfer P89.9 billion of its &#8220;excess&#8221; funds.</p>



<p>The state insurer remitted P60 billion in tranches before the SC issued a temporary restraining order in response to petitions seeking to block the DOF&#8217;s directive.</

Senate approves 2026 budget on 2nd reading, unprogrammed appropriations remain

<p>MANILA, Philippines – The Senate on Thursday, December 4, approved the proposed P6.7-trillion budget on second reading, keeping around P175 billion in unprogrammed appropriations.</p>



<p>Senate President Pro Tempore Panfilo &#8220;Ping&#8221; Lacson earlier proposed adding a provision that prevents elected officials&#8217; involvement in social aid or <em>ayuda</em> distribution.</p>



<p>The People&#8217;s Budget Coalition previously warned that funding for &#8220;vague&#8221; <em>ayuda</em> programs have increased over the years, and warned that funds from these programs risk falling into the hands of those connected to politicians instead of going to those who need it most.</p>

<p>MANILA, Philippines – The Securities and Exchange Commission (SEC) has revoked the registrations of two Discaya-owned firms for failing to disclose beneficial ownership information.</p>



<p>In resolutions dated November 26, the SEC Enforcement and Investor Protection Department canceled the certificates of incorporation of St. Timothy Construction Corporation and St. Gerrard Construction General Contractor and Development Corporation.</p>



<p>The two firms were also ordered to pay a penalty of P2 million each. Their directors were further disqualified from being a director, trustee, or officer of any corporation for five years.</p>



<p>The corporate watchdog cited a Senate blue ribbon committee hearing on September 1, when Sarah Discaya admitted she was the owner and officer of St. Timothy and St. Gerrard.</p>
