A few people will be elected into the first tier. For several reasons, they cannot or will not serve in this position.
Nothing wrong with that. The neighborhood tried out a new person. It can try a different person in the next annual election.

TDG elections are annual. There will always be representatives moving in, out, up, and down--in an organic way.
Some representatives will serve a long time. Others will serve only a term or two.
While many incumbents will be re-elected, there will also be enough new blood to add new ideas and vitality.
And ineffective representatives will be moved out in the next election.
