Is there a good API for monitoring telco outages?

For context, have a specific use case in mind: outage above a certain size and duration alerts area #GMRS and #hamradio operators. Dual licensed operators then take traffic from #FRS callers, who could be anybody. Normal ham radio self organization kicks in from there: local repeaters, #APRS, #Winlink, #NTS, #RRI, whatever.
