Back in the early 2000s, spam e-mail was the problem everyone wanted to solve but had no easy technical solution. The problem was solved with increased cooperation between large free e-mail service providers, moving more people into the walled gardens the large providers, and also new laws which gave the government the means to track down and prosecute people who abused the public resource.

The problem this time around is that most web sites are already behind the walled gardens of large web service providers like AWS, GCP. Whoever else doesn’t want to bother with a homepage just setup a web presence on Facebook, Instagram, Twitter, Reddit, and so on. Yet scrapers have found ways to automate their way into these walled gardens. Even worse, AI has made it much easier for unscrupulous actors to hide their activities behind bot nets, so these bad actors are much more easily able to protect themselves from the risks of government trying to enforce legislation against them.

I don’t understand how this RSL standard is supposed to solve any of these issues, it doesn’t make any sense.
