作为一个来自简体中文区的人，我能comfirm的一点是，某种特定政府，当他们以外交、国际关系、利益网里遇阻受挫为筹码，豪赌自身权力体稳固甚至扩张的时候，他们绝对会把本帮人口，一起拖下水。
而国际关系体系，其实会对这个行为认可。
