Poking someone's hand with a hat-pin will hurt as if someone stabbed your hand with a fork.

Which might actually teach the person "no, this is not okay, don't do that", and maybe (just maybe), next time they won't grab at you. Be it when walking to/from the central or city centre, the shops, the bus, the train (etc).

Unlike the current method of issuing pointless fines the aggressor cannot pay, served alongside a warm cup of coffee and a 2-4h rest at the police station, before they're free to seek you out again. Now instilled with revenge. It might help?

Certainly better than the status quo of ignoring the problem as it keeps worsening.

With the 'Weapons Law' prohibiting most (if not all) viable options for women's self-defence, would a return of the hat/hair-pins of the 1890-1910s (or similar) measures make sense?

In essence, hat/hair pins were worn not just as a fashion accessory, they were frequently worn as to discourage negative behaviours, and defend against street harassment and unwanted sexual attention from men.

This lasted all the way up until the ~1920s when countries started regulating the maximum length of the pins, as enough predators complain to people in power who listened.
