On one hand, Starfleet keeps all knowledge of Omega secret from almost everyone. On the other, the Borg knowledge on Omega appears to be distributed across their collective. I am curious as to how Starfleet keeps a lid on the secret given that non-Federation worlds also know about the substance and its uses.
