Three possible sources of confusion:
1) total electricity generation went up significantly, so fossil fuel generation went up in relative terms more than in absolute terms;
2) what gets classified as "biofuel" tends to vary a lot (e.g. do you count natural gas inputs?);
3) not clear how import/export is being considered or how much generation/consumption there is for pumped storage.

Interesting read here about Uruguay with an agricultural based economy managed to switch to a renewable energy system in less than a decade, seeing energy costs and poverty rates reducing significantly.

Scotland already generates over 100% of electricity via renewables yet we pay the highest bills in Europe because we are coupled to England's dependence on gas.
