Very obviously, this is an unsustainable state of affairs. And what is unsustainable cannot be sustained. But here another distressing similarity to the Soviet system rears its ugly head. The power of the "nomenclatura." Or the #elites. Who have benefited greatly from the system, flawed as it is.
