Lai, 73, was driving on a lane near Ruian Street in Daan District (大安) after 9pm on Tuesday and hit two women on a crosswalk as he made a left turn.

The two women, surnamed Chang (張), 63, and Tsai (蔡), 59, were knocked down. They were taken to a hospital for treatment for non-life-threatening injuries.

Chang broke an ankle, while Tsai sustained lacerations to her head.

DPP caucus whip Ker Chien-ming (柯建銘) said that proceedings over the past days allowed Chinese President Xi Jinping (習近平) to declare “martial law” over the nation’s Legislative Yuan in “a death knell for the legislature.”

DPP Legislator Fan Yun (范雲) said the proposals amount to giving lawmakers the power to summon Taiwanese at will while stripping those being questioned of their right to remain silent or have a lawyer.

The draft amendments to Article 25 of the Act Governing the Legislative Yuan’s Power (立法院職權行使法) added the clause that officials cannot respond to legislators’ queries with a question.

The draft says the person being questioned must not refuse to answer, refuse to provide or hide information, or answer falsely, or commit other acts that could be considered “contempt of the legislature,” unless the information pertains to national defense, would cause obvious and immediate damage to diplomatic relations, or should be kept secret under other laws or items that the speaker has agreed to.

The person being questioned cannot recuse themselves from the interpellation unless the legislator or legislative committee agrees to their request, it says.

The third paragraph of the article was amended to state that if the person being questioned contravenes any of the requirements, they should be stopped, ordered to appear or ordered to answer to the legislative speaker. The speaker or legislator asking the questions can make a motion — which must receive the signatures or approval of five other legislators in the session — to have the person fined NT$20,000 to NT$200,000 for failing to comply. Fines can be applied for each offense.

The actions of opposition lawmakers to push through bills that would expand legislators’ powers and authorize funding for infrastructure in the east were taken without deliberation or review in legislative committees, in an effort to go straight to voting to pass a third reading, it said.

“The bills would have a great impact on the functioning of the government and the nation’s democratic constitutional order. They would also involve planning and authorization for significant portions of the budget, and have important ramifications for all people,” the association said.

It urged lawmakers to abide by democratic principles and follow legislative procedures, to ensure that bills receive legitimate scrutiny.

$As a result of the scuffles, DPP caucus secretary-general Rosalia Wu (吳思瑤) and DPP Legislator Chung Chia-pin (鍾佳濱) had severe ribcage contusions, while among other DPP legislators, Puma Shen (沈伯洋) had a minor concussion, Chuang Ruei-hsiung (莊瑞雄) had chest pains and a lame foot, Chiu Chih-wei (邱志偉) was severely concussed, Kuo Kuo-wen’s (郭國文) tailbone was fractured, Hsu Chih-chieh’s (許智傑) left hand was dislocated and his leg had multiple injuries, and Wang Shih-chien (王世堅) also had severe contusions, the party said.$

Wu said the KMT was attempting to mislead the public into thinking the DPP was the initiator of the violence, and lacks a strategy for winning the discussion and the capability to win an argument through logical debate.

She also accused KMT Legislator Lo Ting-wei (羅廷瑋) of attacking Chung by putting him in a chokehold, and KMT Legislator Hsu Chiao-hsin (徐巧芯) of using a DPP flag to allegedly strangle DPP Legislator Wang Mei-hui (王美惠), adding that they were clear examples of KMT violence.
