@mgwelch not exclusively, as I'm sure some stores will run beginner tournaments and learn to play events using the core sets-only card pool. But we expect it to be mostly a card pool that people play with at home when they're starting out, and don't plan to support it as a major tournament format.

@mgwelch yes, Luminal is banned in Standard but not in Startup. Those decks are core sets-only decks and do not follow either startup or standard balancing restrictions.
