We need euro-style bollards that lower into the ground for emergency vehicles to control access.

Dear LEO spokespeople everywhere: unless you mean that a vehicle was accelerating quickly, you should say "high speed" not a "high rate of speed".
USE PLAIN LANGUAGE, DAMNIT.
So, use plain language folks. Notices like this don't make you sound smart, they make you sound incompetent and thoughtless.
How many people know what "riser water" means? Or "DHW"? And it talks about drainage. Does that mean sinks? Toilets? Everything?
Should residents expect no water at all? Just "drinking hot water" (DHW)?
Our building has many people without English as a 1st language or a plumbing background.
Ticked off at this notice shoved through our door at 20h30 tonight. What does it mean for residents? What effect will the shutdown have on residents? What should residents do or not do?
This memo is full of technical jargon and details that mean nothing to 95% of people. USE PLAIN LANGUAGE.
