Based on public information, here's what likely happened since Cloudflare did not name their service provider:
Cloudflare KV needs a place to store their byte content, and is not itself responsible for storing it across their PoPs and datacenters. Back when Cloudflare KV came out, they didn't have R2 for object storage, so what did they do? They used Google Cloud's object storage capability. They could have just as easily used AWS S3 or Azure blob storage or Oracle's object storage services for this.
Now that they have R2, and KV is a critical component to literally every other offering for their first party services, we'll see them move from Google Cloud Storage to R2 in the next few months.
After migrating all first party KV namespaces over to R2, they'll lazily migrate KV namespaces as requested by customer workloads to gradually transition all hot content over. Lastly, they'll transition all inactive KV content to R2 and write another blog post saying its done, while still not naming GCS.
