At least that would be my take on it.

@redlibrarian @hedgielib Yup, I rely on that "loophole" daily as a UX/usability researcher. Everything I do is service improvement. But if you read the tri-council policy, they're idea of "service improvement" doesn't really encompass a lot of work that isn't program review. Because what other kinds of services to academic units provide on campus?

@hedgielib Around here, all research-related surveys require IRB review, even if they only ask boring questions.

Because it's not the researcher's job to decide for themselves if the questions are "boring" or not. (or could lead to reidentification)
