My wife traveled into Palestine as part of USAID work shortly before the second intifada broke out. She had all the paperwork and Israel was fully aware of why she was there. Even so as she went to depart from Jerusalem airport she was detained for hours, interrogated, and strip searched.

So I can imagine what they do to people they actually claim are hostile and arrive with their or US blessing.
